I need my birth certificate from St. Etienne, France without having to go there personally. Is there a way by mail or online to do it?

WARNING! i have been getting emails from foreign lotteries and people from countries such as INDIA offering me windfalls of money every day and i can’t stress enough to other people receiving these messages not under any circumstances to respond and mark them as spam or unsafe! there has been some horror stories in my area of people getting scammed for 1000s of $s and often their entire savings, they seem to target seniors and the elderly so if you have any family members who are older and maybe a bit to trusting make sure you iform them of these unscrupulous scum bags.

Alexandra came out of a rigging fire alive, but now has to fight for her life and a normal future. She is 14 months old and she has burnt skin all over her body, damaged ****** bones (as a result of very high temperature). She does not have half of her face. She is in a hospital in Cracow - Poland and one of the best specialists is looking after her. However she still has to go through many surgeries and then long rehab.
