   i think you can go to your local health department. If I lost my birth certificate, I would go there and buy another copy. I paid $9 for it and I think it might be the same price in your area. good luck

   You have to contact the Mairie of St Etienne. Here is their web page explaining how to get a copie of your acte de naissance (birth certificate):
   It says to fill out the form at the following address:

   You send in this form and they will mail you a copy of your birth certificate.

   You could also try to do it by phone.
