It seems OEM Windows is usually bought with the PC and designed for that mainboard but I’m buying it online and seller does not even know what mainboard I have. Or is there just one version of OEM Windows that attaches itself to whatever mainboard and then can’t be used on any other?

Yes you can use a OEM version of XP but you may have to search for your hardware drivers later
now why buy an old 2000 operating system that will not be supported after next year
Why don’t you download a real 2009 operating system that is years beyond MS capabilities. you only know about XP and vista and you may have heard of the Mac OS/x Systems
well how about having a operating system that’s better than Mac OS/x all for Free with all the software you will ever need. also free
Check out Linux it puts XP. Vista and OS?X to shame
