How do I go about campaigning for a *** scene for my area?

Seriously where do I start?

Should I email the council and start a petition then send the petition to the council or what?

No council is going to set up a *** scene . Save up some money , rent a building , and start a coffee house . Put up huge photos of Oscar Wilde and Alice B Toklas on the walls . Your first coffee machine can be a cheapo dispenser of 40 cups worth . The *** community will take shape with your place as its informal center .

The creation of a scene can not be campaigned for. If you think your area does not have a scene, look deeper. you can also start online clubs to meet at various, or constant locations. As more people get interested and find out about it, viola, a scene.
