what is the best small business, hosted crm solution. why? needs to integrate with quickbooks?
looking for something that is simple to get started, easily integrates with quickbooks and outlook, provides lots of features such as tracking customer service incidents and email marketing campaigns, offers simple upload and download features via csv, is fairly customizable, and not expensive… less than $30 a month per user ideally. maybe 5 users max initially.

I dont have any experience in customer relations management software but maybe you could look at the following options.
LegrandCRM (Not sure about hosted or the price, quickbooks maybe through optional module)
AEXXIS CRM(breaks your budget)
SugarCRM ($119 per year depending, don’t know about the quickbooks though, maybe through a 3rd party application)
Opentaps (Free, once again not certain about quickbooks or CSV but i am sure support for it will appear eventually)
Compiere (Free open source, supports Excel and many other formats, not sure about quickbooks but once again it could happen)
Others worth mentioning, not sure if they classify as CRM software packages.
