I would suggest one of two things. First, working in Microsoft Word might help, because you can save it as HTML straight out of that. If you’d actually prefer to work with HTML in your email, rather than design it some other way, there is a program I swear by called Selida 2. It’s a really good HTML editor, similar in display to Dreamweaver (but I feel it’s much more powerful). It allows you to view/write the HTML, use a split-screen to view as you type, or type it as rich text and save the HTML output.
If you need to learn HTML, is one of the best places online to learn. Don’t be afraid of the bulk of it all - you won’t need to worry about it just to create an email campaign.

Go to Download.com and browse through their various email marketing software products. Many are free or shareware. Good luck.
